7.3.5 Disruption (by Various Means) of Alternative Supply Routes/Sources of Supply

Russian companies are not shareholders in any section of the oil transport routes leading to Croatia, and Russian oil plays a minority role in the oil import portfolio. Russian export blend is a minority oil type refined only in Sisak, with just 0.58 mta of imports in 2015. No clear evidence was therefore found for this indicator.

7.3.6 Efforts to Gain a Dominant Market Position in the Client Country

The efforts of Russian state-owned companies are directed at taking control of the JANAF pipeline system and the Omišalj petroleum port for purposes of exporting Russian oil overseas, as well as becoming a dominant market player in Croatia and South-Eastern Europe. The Russian strategy in Croatia has been to use Croatia as a starting point for extensive expansion into South-Eastern Europe and Central Europe. Igor Sechin has described Croatia not simply as a market for Russian companies, but instead as a possible base for region-wide operations. He has spoken of a ‘breakthrough’ to Central Europe, following the country’s full entry into the EU (Orovic, 2014; Socor, 2013). To this point, however, all of Russia’s efforts have gone in vain.
